About the Joint League
CMSSL/OBSL is a joint effort for boys & girls teams from U9 to U12 age groups. The U9 & U10 teams play in 7v7 format while the U11 & U12 play 9v9. OBSL teams are those based in Montgomery County. OBSL manages the fields and referee assignments for the OBSL clubs. All players are registered through MSYSA as travel players and must have player passes. League schedules, results and other information can be found at the league site:

General Game Information
Match Details
  • 60-minute match, 30-minutes halves
  • 5-minute interval in between halves
  • Matches may end in a tie
  • No goal may be scored directly from a kick-off
  • Size 4 ball
  • Throw-ins - this is a developmental league, the referee will give some discretion but are instructed to correct for real bad throw-ins - usually one opportunity to throw a ball into play correctly
  • U9 & U10 – 7v7
  • U11 & U12 – 8v8

Heading the Ball for games U11 & younger

When a player deliberately heads the ball in a game, an indirect free kick (IFK) should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred.
 
If the contact was not deliberate, the Referee should restart play with a dropped ball at the location of the ball when play was stopped, unless the location was within the goal area. If the location is inside the Goal Area, the Referee should restart play at the same location that they would for any dropped ball under Law 8. 
 
Pre-Game
  • Each team should have their rosters and player passes to make available for inspection by the referee or opposing team.
  • Each team to pay referee $18, $36 total per match
  • Both teams are to take the same touch-line - spectators shall take the opposite side of the pitch
  • No one permitted behind the goal lines or goals
  • Necklaces, earrings and other jewelry must be removed before a player will be allowed to participate in the game
  • Players wearing “soft” arm casts will be allowed to participate in the game
  • It is highly recommended that players wearing eye glasses wear sports glasses for protective measure
  • Mouthpieces are not required for players having tooth braces
  • Home team responsible for change of colors if there is a conflict
 
Substitutions
  • Unlimited substitution
  • Throw-in for either team (at the request of team in possession)
  • Goal-kick – Either team
  • After a goal has been scored and prior the succeeding kick-off
  • During the half-time interval
  • For injuries
  • For a cautioned (yellow card) player at the time the caution is issued (not mandatory)
